From what you've said in the past, I'm not sure your cats have serious litter box issues that couldn't be changed by more vigilant cleaning of the litterbox. What if you kept the cats upstairs for a few weeks to see if that makes a difference and then see about adopting them out? Oh, and keep the litterbox upstairs, too. Maybe a family project could be giving them lots of attention and play to get them ready for a new home.
